Both those assets would be on the sections that wouldn’t be built until a second phase. No reason to assume they won’t come to fruition yet.

The article says that the reason they would do it in phases is so they can build out the amenities. Otherwise they would just build the deck and add the extras later. So I think you will get a full build if phased. Building the deck only would be a disaster IMO. You want the deck to open day one as a destination.
It's a bummer KC didn't get that big 75 million dollar fed grant. It's a perfect use for it.

My evergreen comments:
- MoDOT has not signed off on this, to my knowledge (this is required)
- No one with technical capacity has stepped up to build/maintain the new infrastructure (which is why some grants were rejected)
- Project has not identified mitigations for closing Walnut and the impact that would have on streetcar operations

Now believe me, I want more than anyone for this park to happen fully like they imagined. I've been the one banging on the table saying it will have equal or greater impact as the Royals Crossroads.

City council approved the funding to get to $130 mil, they reiterate the hope to start at the end of the year:

About time somebody said something realistic. That is easily a 2 year construction project "after" all funding, state and federal approvals and designs are complete, none of which are.
This will be lucky to break ground by the WC and it really shouldn't break ground till they figure out where the stadium is going to go. Because if the stadium goes anywhere near the south loop, it should be designed and built at the same time so that the entire area is properly designed to work together and you don't have the area under constant construction for ten years after a stadium opens.

That article seems to make it sound like 1 block took about 2 years. Construction broke ground before they even funded the one block.

Txdot was probably also much easier to work with to get the project approved and ready to build. Compare that to Modot and most of the highways in the KC area, especially downtown. It's like night and day. A bunch of crumbing crap from the 1960s with a new overpass here and there.
KCMO is going to have to really take control of this project, along with figuring out what to do with the rest of downtown's highways and bridges otherwise KC will get the typical bare minimum maintenance or dated highway design for new projects that MoDot does in KC. And take forever doing it.
