The lounge at Bluestem was the bomb years ago, but I haven't been in ages.

Milwaukee Deli recently added a cocktail menu (finally) and at all times you can get a $6 Old Fashioned and a sidecar of Old Milwaukee. The sidecar is an entire can.
This might be the best drink value in KC, imho.

Julep is great for cheap/great whiskey drinks. Have only had the butcher plate and it was delicious. And happy hour start a 3 which I really like.

My go-to happy hours are Affare, Rieger, and Pierpont's. Rieger's starts at 3. Affare has $5 glasses of wine and those big boots of German beer. Pierpont's has a cheap filet that is really amazing for the price.

Westport Cafe has a great $11 steak/frites and happy hour sized steamed mussels that are amazing. Not a great place for happy hour vibe but if you're hungry the food is solid.

Krokstrom has all day happy hour on Thursday, pretty decent selection of small plates in the 3-10 ranges and some good cocktails for 5 bucks plus you can do flights of AquaVit for super cheap
