No. Walk from Hospital Hill to 18th and Vine and contemplate how many humans would really walk that stretch and for what purpose. There aren't really enough restaurants in the District to attract people regularly. This effort is doomed to failure, and the money allocated to install it will be wasted. Better to have spent that money on upgrading the museums or something. I know there has been past criticism that the Jazz Museum needs a lot of upgrading of exhibits, and is looking out of date. Another better use of the money would be some type of starter-business micro-loan set up to help people open businesses like restaurants and bars that would attract more people there. Helping finish the renovation of the Boone Theater would also have been a better use.
I predict they will reopen 18th Street to cars in 10 years or less after it's finished. Of course, they will come asking for more taxpayer money to do that too.
The Plaza is the only place I can think of in KCMO that could pull off a pedestrian mall.

Not very vibrant. I don't see how this revamp of the streetscape is going to change anything.
I don't know why they insist on keeping that vacant lot next to the Gem Theater and leaving it a "pocket park" where no one sits and generates no vibrancy. There are already outdoor public spaces in the District. No need for this one. Built affordable retail bays here to generate more street activity. The City is always subsidizing affordable housing, but never affordable retail spaces. This neighborhood needs services and businesses for people living around it.
