Wow, so they would they be opposed to removing 71 Highway too because it would cause more development and prices to go up? Really? Because basically what the logic is now.

Highway was created to destroy neighborhoods- but let's not remove the highway now because a destroyed neighborhood is cheaper to live in by default. It's truly incredible logic.

Why do we fund affordable housing from the supply side and not the demand side? The whole affordable housing dance wouldn't be an issue for developers if we just had a program that the tenants applied for and then was paid directly to the landlords. It would also eliminate "project" housing complexes that cluster low-income people together.

I'm not an expert in this area so I'm sure there is a great reason, but it seems upside down to me.

Would put (re)development of properties squarely back in demand generation.

What you are describing is the Housing Choice Voucher (Section-8) program.

https://www.hud.gov/topics/housing_choi ... _section_8

The problem is not the program per se, The problem is that the list to get a housing voucher is very long and people often wait years to get one after applying. This is because Congress doesn't fund the program in any way close to meeting the need.

The other issue is that the private housing market has to agree to participate in the program. Many landlords and property owners don't.

The Council voted 11-1 to approve the $23 million proposal submitted by a group that includes Black business leaders Leonard Graham of Taliaferro & Browne and Kelvin Simmons, a former Councilman, along with St. Louis-based McCormack Baron Salazar.

Robinson also expressed concern the proposal, which is in the early stages of planning, could turn the 18th and Vine District into another Beale Street, referring to a popular downtown entertainment district in Memphis, Tenn.
I don't get why this is a bad thing? A popular entertainment district that illustrates the jazz and baseball history of the City as well as provides more investment, tourism, business opportunities, jobs, and tax revenue, and more draw to the existing businesses there.

It appears from this plan that the ill-conceived public plaza (wasted space) on the SE corner of 18th and Paseo has been eliminated.

Grading permits issued for SE and SW corners of 19th and Vine. Was the plan to build on both corners at the same time?

An 18th & Vine renaissance: Boone Theater and Black Movie Hall of Fame to join revival
...
But now a true renaissance finally appears at hand for the Historic 18th and Vine District, and Benton and Edwards are right in the middle of it. They are part of a group that is resuscitating the dilapidated, 98-year-old Boone Theater at 1701 E. 18th St.

Benton is co-owner of Vine Street Collaborative, developer of the $6.8 million Boone Theater Project. Edwards is the creative force behind the new Black Movie Hall of Fame, which will be located in the building and will be officially launched March 30 at a film festival downtown.

This is one of several redevelopment projects in the works for the district.
...
The renovated building is slated to house the Black Repertory Theatre of Kansas City, digital media production facilities and other offices, as well as the Black Movie Hall of Fame.
...
He and Edwards were careful to use the term “hall of fame,” emphasizing that the Black Movie Hall of Fame won’t be a museum. As such, it will exist as an entity even before construction begins.

The first 10 inductees will be revealed March 30 at an event called Celebration of Black Cinema, in conjunction with the KC FilmFest International’s kickoff reception at B&B Theatres Mainstreet KC.

Edwards will provide details of the hall of fame and the festival’s new Black Film Series, and a screening of the new documentary by Stefan Forbes, “Hold Your Fire,” will follow.

“The Kansas City FilmFest International reached out to partner on this,” Edwards said. “I thought that was really cool of them to do.”

The hall of fame’s inaugural members will all have connections to the Kansas City area, but it will eventually include Black stars from throughout Hollywood history.
...
Edwards, who co-founded the Kansas City Urban Film Festival and created the African American Film Critics Association, said the idea of a Black movie hall of fame had been “swimming in my head for a really, really long time.”

“When this thing comes online, it’s not going to be just a collection of artifacts. It’s going to be an interactive deal,” he said. “We’re celebrating people who made an impact on Hollywood, and we’re going to do it in unique and different ways. We’re going to make it real meta.”

Edwards hopes for a return to the district of something more traditional as well.

“You can’t show a real movie there,” he said, “so hopefully the Boone Theater project sort of like fills that void.”
...
When the final product opens to the public, those visions from 33 years ago might finally come true as the Black Movie Hall of Fame joins the Negro League Baseball Museum and the American Jazz Museum as cornerstones of what Edwards called “a corridor of history.”

It would be cool if there was an art house theatre in the Boone Theatre.

Multiphase, $68M mixed-use at 18th & Vine will break ground
Developers plan to break ground Wednesday on a project that will turn a vacant lot at 19th and Vine streets into the first phase of a mixed-use project called One Nine Vine.

Phase 1 involves a $25.6 million, six-story apartment complex with first-floor retail under 80 apartments — 66 market rate and 14 affordable — at the southeast corner of 19th and Vine.
...
One Nine Vine’s first floor will offer restaurants and retail, and the project will have 30 covered parking stalls and 55 surface spots, Simmons said in a release.
...
The projects are at the forefront of what Simmons anticipated in 2020 would become more than $100 million in private development in the district.

Those components are considered the first phase of Enterprise Village Ecosystem (EVE), a master planned development that also could introduce co-working spaces, a "living laboratory" for academic institutions and entertainment and commercial uses, across 21.5 mostly vacant acres in the Wendell Phillips neighborhood, according to UrbanAmerica's website.
...
UrbanAmerica's site concepts depict 6,000 square feet of event space within the castle and another 6,000 square feet for events outside. There would be room for a winery or other commercial use.

Attached to the castle just south, the developer proposes a 60-room boutique hotel. In tandem with the renovated castle spaces, Farmer said the facilities could host weddings, corporate events and community functions. The project includes 75 surface parking spots in front of the castle, fronting Kansas City Terminal railroad tracks.
Enterprise Village Ecosystem just posted recently as 'Delayed'...

$4 million to the Kansas City Public Works Department for an 18th Street Pedestrian Plaza. The money would pay for a pedestrian mall on 18th Street between The Paseo Boulevard and Woodland Avenue near the historic 18th & Vine Jazz District. The mall could host farmers’ markets, festivals, outdoor concerts and other gatherings.

Wtf why would we want a farmers market there? We have one. And it's probably the most attractive feature in the city on the weekends. I don't understand this push to make competing farmer markets with it. We should try to get as many people into City Market as possible instead of splitting our assets. But while we're at it why don't we just go ahead and make another P&L too.

There is plenty of room for both. I don't want to quote Yogi Berra but it almost getting to the point of "Nobody goes there anymore, it's too crowded."
