Those components are considered the first phase of Enterprise Village Ecosystem (EVE), a master planned development that also could introduce co-working spaces, a "living laboratory" for academic institutions and entertainment and commercial uses, across 21.5 mostly vacant acres in the Wendell Phillips neighborhood, according to UrbanAmerica's website.

UrbanAmerica's site concepts depict 6,000 square feet of event space within the castle and another 6,000 square feet for events outside. There would be room for a winery or other commercial use.
Attached to the castle just south, the developer proposes a 60-room boutique hotel. In tandem with the renovated castle spaces, Farmer said the facilities could host weddings, corporate events and community functions. The project includes 75 surface parking spots in front of the castle, fronting Kansas City Terminal railroad tracks.
To the east, along Woodland Avenue between the tracks and 22nd Street, UrbanAmerica looks to build about 60 for-sale houses, planned as three-bed, three-bath residences between 1,800 and 2,000 square feet, in a community christened The Views.

I don't know if this project has been mentioned anywhere, but there is another proposal titled Crescendo just a couple blocks south of the EVE site, on the 2400 block of Highland for 39 units across 10 buildings on a currently vacant/wooded lot.

Kevin Collison is reporting on another project south of 18th and Vine in Wendell-Phillips that will add 39 additional apartments in 10 townhouse-style buildings. The project is on the east side of Highland Avenue between 24th and 25th streets.

Brinshore Development is teaming with the Urban Neighborhood Initiative on what’s called the UNI Crescendo project. It calls for 10 townhome-style apartment buildings on the east side of Highland Avenue between 24th and 25th streets.

They also completely ignore their own constituent business owners who have been complaining that nothing has been done with those city-owned parcels for years as they have deteriorated.

Ok, I’m glad this point is finally being brought up. I’ve been wondering for awhile why nobody has mentioned this…
With all of “your destroying our neighborhood fabric” going around these days, how the hell could you convince Vine to bring in a new stadium? That would be the ultimate neighborhood changer. You’d get so much fear of gentrification I assume it would blow their heads off. Im just really surprised this point hasn’t been made yet especially with what’s been happening lately.

I don't see who is being displaced by this plan. There is no one living on those parcels. There are no businesses that will have to move to accommodate the new structures. It provides more residents to frequent nearby businesses. It gets rid of blight. Why oppose this plan when there are two other apartment buildings being planned on the blocks to the south?

New construction of affordable housing in mixed-income projects does tend to phase out at a certain point depending on the financing details at the time. HUD has tended to go this route using HUD-backed financing and federal and state tax credits for private developments instead of building all low-income public housing projects operated by a housing authority. That is a federal policy and it's hard to get around.
Redevelopment of Quality Hill had this type of situation where a certain percentage of the apartments were affordable and that phased out after 15 or 20 years I think.
I don't see what her end game is in getting the apartments made affordable permanently unless she has some plan to change federal policy. That City housing trust is unlikely to be able to build enough units to make a dent.
