Missouri House Bill 587 recently passed through committee. Basically it allows localities to opt-in to create their own land banks.

Sounds good on paper: LB acquires debt-ridden vacant property, sells it cheap (and debt-free), and buyers pledge to build and maintain the property.
But then there are stories of grifters, glad-handing, and conflicts of interest, specifically with the KC Land Bank.

Does anyone have an opinion on HB 587 (positive or negative) or on land banks in general?
