This indeed did win incentives.
With a summer groundbreaking, the project could open in winter 2023, Port KC officials said earlier this year.
Although the article notes it could break ground later this year.
Its Berkley Riverfront amenities will include an oversized fitness center, full- service restaurant, bike library, yoga spaces, large conference rooms and a signature fountain. The hotel is expected to create 70 to 75 full- and part-time jobs. Project plans reflect 67 temporary surface parking spaces that will be replaced in the future, once a shared parking garage is completed nearby.

Update: Thrash Group's ground lease with Port KC for its planned Origin Hotel site became effective as of last Friday, positioning it to join the KC Current with new construction at the Berkley Riverfront.
Can someone explain to me what this means like I’m 5? Does this mean it will begin soon?

Or are they just now paying for occupying the land?

It means they're now paying for the land and since the plans have been approved, can apply for permits to start whenever they want.

Bummer that the neighborhood's first "full-service" restaurant will be so far away from the river. I know the park is in the way, but so many other cities get their waterfronts activated by such uses.

Short term pain, long term gain. I assume the city wants to really spruce this area up for FIFA.

Parks department needs revenue. Is there any possibility of a public private partnership that helps fund maintenance to downtown parks + gives us a destination restaurant on the river?

Also if Bally’s is smart they’ll take advantage of this exact opportunity when they renovate their casino

Berkley isn’t a “park”. Can be developed if there is a desire. The Rec is an example.

Berkley is owned by Port KC bypassing the archaic Parks system.

Almost every parcel on the riverfront north of the railroad tracks is owned by Port KC, and the ground appears to be leased to the developers and they own their respective buildings. The casino building is owned by Flamingo/Bally's Kansas City, and the land is owned by the City.

You can see this on the Kansas City Parcel Viewer.

This would mean that Port KC might someday allow a restaurant(s) to be built on the edge of the river in some location in what is now "parkland" without having to put it to a vote by residents to allow that type of park change.

They won't, but yes replace that parking lot with the hotel and a riverfront restaurant instead of putting it next to the freeway embankment (which I think is the plan?).

This is one of the oldest site maps. But hotel will be connected to casino and right by the main entrance. 03 and 02 on the map is where hotel is going iirc

Is this hotel anything more than a regular pad site hotel? The image in Kevin's story suggests not really.

found this on their website from April. Rendering makes it look nice. Not sure what, if anything, has changed since. Perhaps you were referring to this as a pad site though.

It's not THAT bad. And it's being built. I'd rather have this project than than something in 2030 that ~might~ look better. If it comes at all
