Arguments heard in court today on PD’s suit against the city. Not much new based on some reporters tweet coverage.

Judge expected to rule in 7 days time.

By the way, canvassers came to my neighborhood yesterday for the Bunch recall. The news reported they have until Sept 7(?) to collect about needed signatures. They are about 1,000 short.

The recall group was set up in the parking lot of the Old Westport shops collecting signatures. Everyone was wearing blue KCPD shirts.

They setup at a shut down Taco Bueno that was outside the council district on Sunday. I though that was an interesting choice.

They said they had more than enough on Aug 24 so a lot of people must be putting fake information or they aren't registered voters.
It took ~7 days for the clerk to validate signatures last time.

Probably needed to collect 2000-2500 more to be sure of getting 1000 usable ones as a result.

This location by the closed Taco Bueno is in the Northland, correct? I wonder if they chose up North because of the large amount of KCPD and KCFD that live up North for the schools and such because of the requirement to live within KCMO.

That's absolutely why they would choose that location. They only came south of the river when they couldn't get enough signatures up in Copland.

The 4th votes more Democrat than further north does. It's not a given the area would be pro-police.

The head of the Urban League of Greater Kansas City filed a lawsuit this week against Kansas City police and other officials in a fight over how the city’s force is funded.

Gwen Grant filed the petition in an effort to prevent the Board of Police Commissioners from compelling Kansas City to provide them $42.3 million of the police department’s $239 million budget, which has been the focus of ongoing litigation.

In the lawsuit, Grant’s attorneys also took aim at the police board structure, saying it “disproportionately deprives” African Americans of control over the officers who serve their communities. They said it was “implemented and maintained” for a discriminatory purpose.



Kansas City now remains the only major city in the United States that does not have local control of its police department, Grant has said. Her lawyers called that a “singular distinction which is unconstitutionally arbitrary.”

Grant’s suit noted that Missouri has never had an African American governor and alleged the state’s governors have been “insensitive and unresponsive” to the needs of African Americans in Kansas City, which is comprised of nearly 30% Black residents.

An African American woman who lives in Kansas City, Grant said the police board’s demand for city funding violates the Missouri Hancock Amendment, which is a citizens’ initiative that limits state revenues and local taxes.
The last point is an interesting argument.
The state legally requires a maximum of 20% of the general fund budget go to policing. Based on the Hancock amendment this is done to keep a minimum of taxes taken from people. A small government goal.

So the department seeing to force money above and beyond 20% that is required is forcing higher taxes. The city would be unable to cut the budget and cut taxes at the same time.

BREAKING. The petition effort, trying to trigger a recall election of KC councilman @EricWBunch, has failed. City clerk's office says the petitioners needed 2,673 signatures but only got 2,453. Recall efforts are notoriously difficult.

When you realize there's probably over 90,000 people inside the district right now (pre-redistricting increases) it's especially sad.

They couldn't get less than 3% of the district to sign a petition. There's absolutely nothing that 97% of people agree on so this shows they just didn't know what they were doing.

That photo is wonderful. That’s at the empty restaurant outside the district mentioned earlier.

Not seeing a sign saying they were there for recall signatures says a lot about their organization.

So it has obviously been more than 7 days. Did anything happen on this yet? Did i miss something?

Saying that the failed Bunch recall was really about testing the waters and seeing what people think is at least the fifth, increasingly benign, rationale I've heard out of this group. Pretty soon they'll just be saying it was done to give people a chance to practice signing their names, and an opportunity for canvassers to get their steps in.

Nice that the group's connection to Heather Hall is out in the open now.

The recall effort is a fear reaction. At least wait until there is a public plan for how funds would be reallocated, and what they are trying to accomplish by doing so.

I must say though, that when you can't get police to show up at 14th and Grand (five blocks from Police headquarters) to stop cars from spinning in circles smoking their tires, you have a problem with the entire police department.

The problem with State control is that governor and rural legislators really have no understanding of urban problems and urban policing. They also have a history of not caring about what happens in Kansas City anyway. Gov. Parson might have been a sheriff in a county of 32,000, but that is nothing like urban policing administration.
