And KCPD's code of conduct says it more clearly. Go to page 9.
It says any violation of this policy is grounds for termination.Members will not:
a. Permit any solicitation for political purpose in any building, room, or property utilized for the discharge of the official duties

b. Promote, remove, or reduce any other official or member, or promise or threaten to do so, for withholding or refusing to make

The Nextdoor post by a KCPD CIO referenced earlier was about a rally organized by a political group to "push for the recall of Lucas". In other words, they are collecting signatures to force an election to remove Lucas.

They came back to my neighborhood yesterday. We got a second visit from someone with the group.
So they don't have enough signatures yet
If I'm reading code right, they need 20% of the mayoral election total from 2019 entirely inside the 4th. That's 13713 signatures and a huge percentage of the electorate lives inside buildings they can't enter.
