Actually, this building more than likely housed nothing but workers. All the teclo equipment would've been down the street in the long lines building

The building was sold again, and the remodeling for offices has been scrapped for apartments.

The Bernstein Cos. of Washington D.C. has a contract to purchase the property from its current developer, Maxus Properties of North Kansas City, and is pursuing a very different future for the 1973 office building.

Bernstein has told the Land Clearance for Redevelopment Authority (LCRA) it wants to scrap the office plan and renovate the AT&T building into a residential project at an estimated cost of about $78 million.
As opposed to the sluggish office market, there is a continuing strong demand for more apartments downtown, according to real estate experts.

According to its LCRA application, the building would be renovated into 100 studio apartments, 60 one-bedroom and 105 two-bedroom units.
The studio units would average 639 square feet and rent for about $1,200 per month; one bedrooms would average 707 square feet and go for about $1,320, and two bedrooms would average 980 square feet and rent for about $1,830 per month.

This seems to be one of the more unsatisfactory office to residential conversion opportunities. The large floor plates will probably mean there will be interior rooms lacking windows, like the second bedrooms in Walstreet. The hulking oppressive masonry exterior is not welcoming. The louver like insets mean a resident could never stand at the window and look up at the sky, although it might help with cooling. Would make a good candidate for the Jax Co jail replacement.

I thought LCRA was limited to a maximum of 10 years' abatement. How would they be applying for a longer one?
How are they not subject to the inclusionary affordable housing requirement?
I think the inclusionary requirement is a bad policy that should be repealed but it seems it shouldn't be possible to just get out of it because you hire a lawyer and convince City Council to ditch it for you.

OK, submitting before the inclusionary deadline makes sense to me, but I didn't realize that LCRA incentives could be longer than 10 years for rehabs? Good to know.

The Bernstein Cos. on Tuesday won the City Plan Commission's recommendation for its development plan to refurbish AT&T Inc.'s 13-story former headquarters at 500 E. Eighth St. for 263 new residences. The City Council is scheduled to review the plan later this month.

So 263 new residences, with just over 100 of those being two bedroom, and 575 space underground parking spaces. At a very conservative count there could be a surplus of a couple hundred spaces. Put some development on the lots to the north and give them access to the extra underground parking spaces.
