Previous estimates showed Missouri’s proposed hyperloop route could cost between $7 billion to more than $10 billion to build, but this latest report estimates a hyperloop route could also bring Missouri an estimated economic impact between $1.67 billion to $3.68 billion each year, and create between 7,600 to 17,200 new jobs.

It also states that the University of Missouri system stands to benefit as a leader in research by creating an “International Tube Transport Center of Excellence,” a consortium with other universities that the report claims has already begun forming.

The report lists benefits including increased state and local tax revenues, reducing carbon dioxide emissions, increased real estate values around portal locations, and faster more efficient light cargo delivery for the state’s farmers and manufacturers.

The report also estimates that by essentially eliminating so much travel time across the state, Missouri’s strong industries would benefit from a larger talent pool, bigger supplier networks, and access to more training and research opportunities. In Kansas City, the panel believes that includes automotive and technology industries, mentioning employers like Ford, General Motors, and Cerner.

As mentioned MO's only involvement should be acquiring the ROW and the rest of the risk put on the investors. Given MO looks to be seriously interested, they should mitigate risk by assuming about 150mph for an acceptable CBA (not 400+, anything higher than 150 would improve cost benefit) and also assume it will fail as the ROW can be used for a new I70 and/or 'regular' high speed rail.
