Can someone explain to me the flood control bonds? My understanding is that it was needed to retain federal matching funds, correct?
But $150 million, and they're only using $1 million in the first year?

EPA approved a modified consent decree. The city will get 5 extra years to complete the sewer projects (2040). It also sounds like the city will spend $1.4 billion going forward. My rough calculations show a cost savings of ~$500 million.
