Completely agree. However as long as they're at least built more to pre WWII density standards and less like the monstrosities on Bernard Powell or 22nd and Brooklyn I can still be happy.

53 units in the works by Vecino Group at Jackson Av between E 38th and E 39th. Will respect the vacated Norton Av right away just in case the street finally gets connected one day.

I just checked out the Neighborhood Planning and Development Committee agenda for this week and thought it was remarkable how it was full of East Side affordable or institutional housing development/investment. I don't regularly check on this Committee's agenda, so I'm not sure if this is typical, or an exception. Much of this is smaller, "unsexy" development that doesn't get picked up by the media, or even those of us here that really follow urban development news. I think the city should try to get the word out, to help push back against those who complain that all of the focus and resources are devoted to "luxury" development Downtown.

Here are some items on the agenda (although most of these are noted as being held in committee for 1 week, and I'm not sure if that means they are currently sitting in limbo):

The 53 unit development referenced above at 39th and Jackson for Bodhi House (for the homeless).

$783,266.00 for the purpose of constructing an affordable housing development located at 2033 Vine Street.

$1,500,000.00 for the purpose of constructing a transitional housing development located at 2005 East 35th Street.

Funding Agreement with Ivanhoe Neighborhood Council in the amount of $545,000.00 for the purpose of rehabilitation of existing homes

Funding Agreement with Jerusalem Farm, Inc., in the amount of $250,000.00 for the purpose of rehabilitation of existing homes in Independence Plaza

Funding Agreement with Monarque Advisory, LLC, in the amount of $668,232.00 for the purpose of redeveloping and constructing affordable housing development located at 2904 E. 23rd Street and 2914 E. 23rd Street.

Funding Agreement with Promise Place, LLC in the amount of $3,600,000.00 for the purpose of constructing an affordable housing development located at 4423 Olive Street

Funding Agreement with Zhou B Art Center, LLC, in the amount of $1,500,000.00 for the purpose of repurposing, preserving, acquiring and rehabilitating historic building located at 1801 E. 18th Street.

funding for the HOME Investment Partnership Program in the amount of $1,546,887.00

On the previous week's agenda were some of the same items being held listed above, but there were also a couple different East Side developments;

Approving the plat of Prospect Summit Homes, an addition in Jackson County, Missouri, on approximately 2.478 acres generally located at the south of E. 22nd/E. 23rd Street, North of E. 23rd Street bounded by Olive Street to the West and Prospect Avenue to the East, creating 1 lot and 2tracts for the purpose of a 23 unit multi-family development

Approving the plat of Crescendo, an addition in Jackson County, Missouri, on approximately 2.269 acres generally located on the west side of Highland Ave from E. 24th Street to E. 25th Street, creating 2 lots and 1 tract for the purpose of a 2 lot multi-family home subdivision (39 unit development).

A new "neighborhood food hall" called The Borough has opened in Marlborough at 8026 Paseo. It includes The Borough Coffee Shop, Farm to Food Hall Kitchen, and they are looking to add one more vendor.

I was recently in the Marlborough neighborhood for the first time in quite a while, and I was impressed with how nice it is looking these days (including new bike lanes on The Paseo).

The building at 2912 East 23rd had an application voided on Compass for a conversion to 8 apartment units. A 2022 Google Streetview shows the front facade removed.

LocalCode Kansas City, together with Chip Walsh of Mercier Street LLC, is advancing a $27.2 million remake of the former Sanford B. Ladd School site, which closed in 2010 at 3640 Benton Blvd. and since has sat vacant. The partners bought the 3.6-acre property from Kansas City Public Schools in March 2022 and now have plans and a rezoning request set for the City Plan Commission's review on Dec. 19.

The proposal encompasses both a renovation of the former Ladd school, which dates to 1912, and new construction on its grounds just north. The plan includes as many as 75 apartments, with 25 to 27 units in the former school's upper two floors, plus 36 to 48 units in a quartet of Kansas City Colonnade-style walk-up townhomes built along Benton Boulevard. Of the total units, 10% will be set aside for renters earning up to 50% of the area's median family income (MFI), with 20% reserved for those making up to 70% MFI.

Also included in the restoration project is approximately 8,000 square feet for neighborhood meetings and event programming in the school's former gym and auditorium; 15,000 square feet of commercial and retail space; an up to 8,000-square-foot restaurant, cafe and commissary kitchen area; and a 50,000-square-foot outdoor area that will house 105 parking spaces as well as community gathering spaces.

LCRA members last week approved a 15-year property tax abatement at 100% for 10 years and 50% for the next five, plus a sales tax exemption on construction materials for the renovation. Project partners agreed to a financial lookback near the end of the abatement term to determine whether the project warrants an additional five years of abatement at 50%, for 20 years in total.

The development also contemplates using federal and state historic tax credits, plus New Markets tax credits, and a $3 million award through the city's Central City Economic Development program.

The Ladd school project looks to break ground in June, with the historic building's renovation to be completed in September 2025 and the new-construction components to follow that October.

On December 8th the Missouri Housing Development Commission awarded state and federal 4% LIHTC to the Oak Park Townhomes (OPT) development at 38th & Prospect across from the Aldi's grocery store and on the Prospect MAX BRT. OPT will be 29 3-bedroom and 7 1-bedroom apartments in townhome-style buildings. 29 of the apartments will be available to Very Low-Income households through the use of Housing Choice Vouchers provided by the Housing Authority of Kansas City, MO. The site is fully cleared and has been remediated of all environmental issues through the use of the city's Central City Economic Development Sales Tax fund. The project is being developed by a partnership between the Oak Park Neighborhood Association and DowCon, LLC, a local MBE developer. Construction is planned to begin in April 2024.

Great project. In the heart of the East Side, Benton Blvd is one of the few areas that still has the bones for a revival and could be a locus for reinvestment. They even have planned for 6 plex apartments similar to the classic KC colonnades.
