You do know which party is in control of the Kansas budget, right?
The state doesn't have enough money in its main bank account to pay its bills, prompting Democratic Gov. Kathleen Sebelius to suggest transferring $225 million from other accounts throughout state government. But the move required approval from legislative leaders, and the GOP refused Monday.

PS - The GOP is refusing to allow Ms. Kathleen to move funds around until she actually approves a cut in the budget.

This is the first time I've heard a liberal actually get this civics lesson correct. After 8 years of hearing how "Bush" singlehandedly blew up the Federal Budget and destroyed the economy, I'm glad to know that you guys are finally learning how the spending/authorization process works in government.
Now, task for you: spread the word to your ilk.

With the exception that Bush had a Republican legislature for most of that time, that Bush pushed his discredited supply side economic theories (and, again, as we are seeing now, the Republican congress went along with it) and that Bush had the power to commit troops to combat, adding up to close to $200 billion wasted every year. (Yes, again, Congress must approve the budget, but he had them in his pocket.) Granted, a large part of Bush's economy was based on bubbles, as was a large part of Clinton's, but Bush had a much larger role on the economy than you want to let on (and smaller than many liberals would like to let on) and, for the most part, the economy of the state, as well as that of every other state in the union, follows suit.Maitre D wrote:

The Bush-man certainly has his issues. I'm interested to see how long Obama + Reid will blame him for everything, even tho they have full power now. Obviously that will work with their base, the PHXCATS of the world......but it'll be a bigtime failure with independents if things haven't improved by 2012.

This is a political stunt by the Republicans in the Legislatures. Governments routinely move money around between accounts. This refusal to let the Governor carry out a normal administrative procedure is a reprehensible stunt.

I don't think they really have been blaming him- they are just trying to fix it now. They are trying to move forward. Looks like Missouri is now in the same boat - delaying refunds and "borrowing" $325 million from the state reserves to cover the checks.
