ISSUE: Appropriations for Transit
An important element of the region’s long-range transportation plan is Smart Moves, a comprehensive public transit improvement plan for the seven-county Kansas City area. A comprehensive transit system will ease growing traffic congestion, provide greater access to jobs and protect the region’s air quality. MARC works with the area’s three transit providers to refine the Smart Moves plan and to secure funding to enhance and expand public transit services in the region.

The Missouri General Assembly passed legislation in 2006 to allow area counties to seek voter approval for a sales tax to support enhanced public transit services. Voters in Kansas City, Mo., approved a ballot initiative in 2006 to extend the public transit sales tax in 2009 for a light rail system.

MARC is working closely with the city of Kansas City, Mo., and the Kansas City Area Transportation Authority (KCATA) to develop an implementation plan for this funding in the context of a regional public transit system. The region’s public transit system will continue to require federal resources for capital and operating assistance.

The MARC Board encourages the Congressional delegation to support funding to enhance and sustain public transit services in the metro area.

Each year, the Kansas City Area Transportation Authority, Johnson County Transit and the Unified Government Transit work with MARC to identify capital and operating needs to further the implementation of the region’s transit plan, Smart Moves. MARC will work with the three transit providers to identify capital and operating assistance requests for FY08, including consideration of needs relating to the passage of the sales tax extension in Kansas City, Mo., for light rail.

The Kansas City Area Transportation Authority (KCATA) is seeking FY08 appropriations for the following projects:

Bus Purchases $9,385,000
Bus Rapid Transit Expansion $6,000,000 [assume this is still the troost money]
Light Rail Planning $2,500,000

The Unified Government Transit is seeking support for both its FY07 and FY08 requests:
