There are many reasons why people do not want to sell when they can "make a killing" by selling. To just say "sell and move and enjoy" belittles how some people feel about what they own.
I am not against progress and if I was one of the fortunate property owners I would be taking your advice. But many people fail to realize that progress does come with a cost. Just look at the council action about freezing property taxes for the artists in the X-roads. Why not do something similiar for the small business owner or small property owner in these areas?

I may be right. I may be wrong. But there is a lot of gray area in-between.

Council is expected to approve incentives policy Thursday
The Kansas City Council probably will pass a long-awaited policy on economic development and incentives at its Thursday meeting, Mayor Mark Funkhouser and two council members said.
City staff members will provide practical details in monthly reports to the council -- "procedures that match the policy," Councilwoman Deb Hermann said. She is chairwoman of the Finance and Audit Committee, which endorsed the policy on Wednesday.

If so, how will this affect future tax incentives?
