the train driver was properly honking their horn as a warning device

Official traffic control devices may be erected directing specified traffic to use a designated lane or designating those lanes to be used by traffic moving in a particular direction regardless of the center of the roadway, and drivers of vehicles shall obey the directions of every such device.
So this driver ignored that this lane was for making left turns only. No matter what kind of vehicle was going straight (car, bus, train), the second car driver would have been at fault in an accident. And if the train had started going in the seconds right before they darted in front they would have been sideswiped and pushed into the car you can see waiting to turn left and one very unhappy guy would probably be out an insurance policy and paying for two new cars and train repair. I imagine that hitting a very large train by ignoring traffic laws isn't covered by any insurance.

So, if the train is stuck by someone parking on the tracks, you can't go around? If the PT Cruiser driver hadn't come out and the train was stuck, the drivers behind would just have to wait for a tow truck?

I think they can go around using the turn lane... Problem is this dork was trying to do it after the train alerted with the bell that he was moving again... Yet super busy guy still tried to cut in front... Hence horn to further alert him... There's actually bollards separating the third turn lane segment from the dedicated turn lane at several points to stop people from using the middle lane as a through lane.
