Ground was "broken" last week and their have been construction crews out every day since. It appears they are maneuvering utilities.

Increasing costs force Copaken to ask more from the public kitty.

"Since early last year, the estimated development cost for the 12-story ARTerra apartment project has increased from $27.4 million to $40.7 million. Without additional public support, the project won't happen, development partner Jon Copaken said. "

Go up about 8-10% per year. Thats a lot more than the increase.
