because the school board, city hall, courts, federal courts and federal office building are all east of Grand.

and JE Dunn, AT&T, a bunch of residential, the Oak office tower and a few churches

downtown changes the most at I-70/US 71, much more so than at Grand

You are correct. While walking to the courthouses and City Hall is[/i[ relatively pleasant--anything beyond that is unbearable. A true wasteland. Hopefully that changes sooner than later! Also, I think part of the reason may be that Grand is the "dicier" of the main drags through downtown. Given a choice I'd take Main or Walnut any day.

The area east of Grand will improve a lot once the East Village (east of Locust to I-35 east loop from E. 14th to E. 8th streets) is completed with housing, the new General Services Administration building, some retail, and possibly the new downtown YMCA.

Looks awesome, but will any of it actually be built besides the one that has already been constructed?

I think the state has already set up economic development tax credits to fund the housing part of the development. I recall there being some problem between Swope Community Developers and Sherman Associates over long-term development, and I think Swope pulled out as development managers, and Sherman might have taken over. Swope might still be involved overseeing putting together all the various development financing, and securing different economic development tools.

I imagine the commercial parts of the overall development will have to be financed in a different manner. They also might be waiting to see if the YMCA choses as East Village location or not, and that might impact what else is built depending on the outcome. If YMCA goes to EV, then they will probably put together the financing through fundraising, and various other development tools.

I can't wait for the East Village area to be built out, especially the commercial aspect. River Market is not really that far from my building, but I-70 represents a large psychological barrier to thinking of it as adjacent. To the east there is the same issue with the east loop. Going south you get into the government district, which is bereft of much commercial development. Really, you have to either cross the highway to RM or walk 6+ blocks to the SW to get into much of a commercial area.

When it was first proposed building the YMCA in east village my gut reaction was, no. Don't spread out downtown. After thinking about it a bit I've come around. If the YMCA gets 400 units built in the east village then i'd be for it. I'd hope that momentum would then help get the Pickwick done as well.

are there any other buildings east of grand prime to get done (excluding Argyle)?

The buildings on 9th, between Cherry and Holmes would be nice redevelopment projects (think one is the Blackstone Hotel). It's too bad there isn't much of a building stock for the East Village redevelopment to utilize. One of my favorite parts about Quality Hill are the old mansions mixed in with the newer development.

I think the City should start putting together a redevelopment plan to buy up parcels east of the I-35 Loop between Harrison and Paseo, and build more housing in that area. Once the East Village is completed, that would be the next logical area to rebuild. There are plenty of infill parcels there, and some older buildings that could be renovated or redeveloped. A lot of the industrial warehouses could be demolished and replaced with apartment buildings and blocks of townhomes.

There are also several parcels on the west side of Paseo that are ready for taller residential buildings, or towers. The south side of Admiral Boulevard east of Troost to Woodland is also well-suited for taller apartment buildings.

Any retail in EV is light years away, IMO. The CBD and Xroads are replete with surface lots because commercial developers don't see the demand, apparently. Cordish hasn't developed but 10% of its retail over the last several years, because there's no demand. Though it would be nice to see some new development over there, doubt we'll see any retail.

I think the retail is planned for east of Charlotte up against the freeway loop, and will be the last part developed.

Bridgework Lofts and Landmark Lofts are both against the freeway loop. Cold Storage Lofts overlooks highway 9 (Heart of America).

If that is true, then I'm guessing someone has looked at Charlotte as the through traffic expressway that it has been engineered into over the last 60 years.

Charlotte is now being changed into a two-way street, designed to be more friendly to pedestrians and bikes. I would hope they (the developers) would think of retail in terms of what builds a neighborhood, rather than "what can we put on this edge?".
