Grain Valley's population has doubled in less than 5 years. The growth is so fast that they can't expand their water system fast enough to handle the new residents, as evidenced by this month's water crisis and mandatory watering restrictions. Maybe they need to slow down the pace of issuing building permits? In the western US, states won't let cities issue building permits unless a water source is garaunteed.

The schools are overwhelmed by all of the growth. Unfortunately voters just turned down a levy increase to build new classrooms. Maybe cities shouldn't be able to issue building permits unless classroom space is available?
