I don't know a federal way to solve it, but someone can call their office and ask. I was wondering if a class action case would work. It's taxation without representation.
There's a separation between state and federal governments for a reason. The state took control of the municipal police force due to infiltration from the mob resulting in some really dirty things. I suppose if that happens in the Ozarks the state would likely take control as well. Fortunately, the only mobster activity occurring in the Ozarks is on TV.

KC and STL murder rates are tragic and embarrassing. State control doesn't help, nor do lax gun laws.
I’m not sure the City itself could run it better but I think an independent elected board could. I also think it could be run more efficiently generally
