I don't know if they cited "safety concerns" elsewhere or if they changed the statement on their website after the KCTV5 story came out, but they cite "streetcar construction and the challenges of a transitioning neighborhood" in the statement currently on their site:

CVS owns their property at 39th & Main. What's their incentive to lease and sell that spot for mixed use redevelopment?

Money, a new customer base for that store. But sure, realistically are they in the habit of doing this? Probably not.

Note that the city has to complete all of the required steps from the feds before opening, and the feds and state have the final word on "revenue service" starting. A reminder that the feds are funding a majority of the project.

The date to be pushing for would be to get it open before the Plaza Art Fair in the Fall

They should shoot for the start of school at UMKC. Would create more buzz, I think, than the art fair.

Why is the Fed review seemingly taking so much longer than it did for the original segment?

Track completion on both segments ended in December from what I remember yet the starter line opened in May. Seems like a 4 to 5 month delay in opening that nobody can explain.

Make up time for the riverfront?
Slowed due to federal staffing cuts?
Timed to allow for completion of the renovated cars?

What exactly are the Fed's reviewing? What compliance are they checking for on a basically finished project like this? Just curious as someone less informed about all the procedural stuff.

It's a much more complex project that followed a different, more complex funding path (Capital Investment Grant). No one ever gave you an official date, so whoever said May was guessing. Add in the concurrent construction of riverfront, and you've got a much larger effort than the downtown starter line.

Yes, they are checking boxes but THEY OWN THE BOXES.

The staffing cuts don't help! Both our regional and DC FTA offices were impacted.
