The neighborhood tried hard to save it. The city didn't move in time or couldn't move in time. The owner did seem to make a good faith effort to board it up. We're guessing they're about 120 people living an alleys near Independence Avenue. They have been offered services, but most have refused. I don't believe in over-incarcerating people, but we're at the point where we have to start enforcing drug and sex trafficking laws, as well as arson even though it's hard to prove. They are preying on homeless people who are trying to use the shelters.
