I keep hearing the KCPD is short several hundred officers. Are these positions they currently have the funding for but cannot find qualified candidates or are they just short several hundred officers because they the do not have the funds to add additional officers to the payroll?

Short due to retiring and others just leaving KCPD for other jurisdictions or just leaving law enforcement period. Positions are funded.
