I'd be happy if it was a case of "better job". They have done nothing. Call 311 about a homeless camp in Penn Valley Park that has literally been there for years and hear the apathy. Ask businesses in the park like Just Off Broadway or 1 Park Place. You'll here the resignation that "the city just won't do anything and we're losing events because of the condition of the park". They literally aren't even trying. And it does affect crime rates, and retail business and property values and development.
How much of this can be related back to backlash KCPD recieved when they did try to?

I keep hearing the KCPD is short several hundred officers. Are these positions they currently have the funding for but cannot find qualified candidates or are they just short several hundred officers because they the do not have the funds to add additional officers to the payroll?

Short due to retiring and others just leaving KCPD for other jurisdictions or just leaving law enforcement period. Positions are funded.
