To me this is just the natural descent of crime ridden city that refuses to stop crime. I imagine that a large percentage of these cars are stolen. The city could be retrieving stolen property and prosecuting criminals at the same time by setting up traps.

Police won't enforce the laws cause they don't get to torture people anymore without suffering occasional mild consequences.
