Yeah, it shows me old stuff once in a while too. But the more you mess around with it, the more it seems to keep up to date. It probably has a lot of cache storage going on and unless you make it refresh, it will just pull up up data.
One way to make it refresh at least in google earth is to drag the historic imagery bar to an earlier date and then bring it back to the most recent and that will pull up the most recent maps. The most recent maps are not always displayed automatically. I use google earth every day for cities all over the world for my photography biz for trip planning and photo editing. I have to keyword and add detailed metadata to all my photos, so I am constantly pulling up different cities and this happens to me all the time.

Looks like Jackson County updated their maps by the looks of the river front streetcar track work. Although the rest of the main street extension does not look as recent, so maybe they just updated the downtown area.

That satellite view is from sometime in mid-August; the updated images go at least as far south on Main to 31st (where I stopped looking at them) and the medians were mostly poured but didn't have the red decorative portions poured yet.
