Kansas City approves a community improvement district for Northland mixed-use project
Kansas City approved a special taxing district for a project that promises nearly 700 new apartments and commercial uses in the Northland.

The City Council earlier this month authorized a 27-year community improvement district (CID) around a 31.3-acre triangular site southwest of Ambassador Drive and Old Tiffany Springs Road in the Tiffany Springs neighborhood.

The district will impose a 1% sales tax on future businesses within Tiffany Square, a phased project for which Longhorn Opportunity Fund, led by Austin developer Haythem Dawlett, won city planners' approval in October 2023. Tiffany Square includes 691 apartments, primarily in a pair of multifamily structures with 259 and 200 units, plus five smaller buildings ranging between 40 and 72 residences.

The development also could have as much as 72,985 square feet of commercial space, with a collective 34,180 square feet of ground-floor retail in the big apartment buildings, plus a number of commercial pad sites marketed for restaurants, a coffee shop, convenience store and bank. At least one 1-acre pad this summer was approved for a new Express Oil Change & Tire Engineers location.
