@EricWBunch says state preemption of how much KC can fine negligent building owners here and elsewhere Downtown is partly to blame for city’s need to shoulder costs — “We don’t have a stick, so to speak.”

I saw both of the Price Brothers outside with polaroid cameras taking pictures of the graffiti to prove that it is blighted, and a threat to the safety of pedestrians, and therefore must be torn down.

OK, this is a pretty bizarre statement. For one thing, the "Price Brothers" were the founders – only one is still alive and is in his 90's and has no ownership interest in this building. I'm pretty certain the building is owned by "Price Management" (Doug) and not "Price Brothers", which is now a separate company.
Polaroid cameras don't really exist anymore except for knock-offs, which are used exclusively by kids and hipsters.
How would you know the reasons for them taking the photos? Did they tell you?
