Picture....Gary Hassenflu of MW Development Enterprises is proposing a $42.4 million apartment project that would renovate the historic Barton Bros. Shoe Building at 423 W. Eighth St. and build a four-story apartment building atop an adjoining garage at 815 Washington St.
The plan calls for 92 apartments in the existing building and 120 in the new project for a total of 212 units. The three-level garage would provide 394 spaces for the development located southeast of Eighth and Washington in the Quality Hill neighborhood.

Project featured in the BizJournal. Not much new information beyond that Clockwork is the architect and a hope to start construction in September or October and wrap up in March 2023.

Garrison Cos. and MW Cos. are under contract to purchase the Fashionbilt Building at 423 W. Eighth St. in the Garment District from SS&C Technologies Holdings Inc., which in 2018 acquired DST for $5.4 billion.

^Shown as Prospective in the Berkadia tracking sheet as Fashionbilt Lofts. Looks like unit count may have increased from 212 to 222.

Hopefully there will spur some more businesses around that area with even more residential. Plus maybe the Hyatt House thing will get going again after the developer can get new financing or whatever they were waiting on from the lawsuit. Last I saw it was trending in the right direction but who knows.
I am curious about parking in that area, especially for non-residents visiting the Peanut or Mexican restaurant, as well as places like the Quaff and Broadway bar/entertainment place (used to be Tanners long ago). Street parking is premium and not sure about garages public can use. I believe the hotal was being built with no parking, except for staff and that Valet would be used in nearby garage(s). Love this area and it would be awesome to get some more retail/entertainment development on this side of downtown to go with the residential which has been there for years. Not looking for much, maybe just a little more.

I used to live near the intersection of 9th and Washington. There was competition for street parking during the work day because of State Street and DST being in the neighborhood. After 5 pm,and on weekends, one could usually find a space on the street.

Says they plan to seek incentives yet not planning affordable units - just historic tax credits? If seeking more than that will be interesting to see how this plays out.
The Fashionbilt Lofts project will be seeking incentives, but Hassenflu said the request has not been finalized.

When a developer says they will be seeking incentives, it could simply be federal and state historic tax credits for the renovation of the existing building, not city incentives. They might not be seeking incentives for the new structure. It's unclear from the article though.
