I think they got behind in renovating that building when the basement flooded. It set them back, and created the need to raise even more money.

The owner of the Lincoln Building, in the 18th and Vine District, is suing the City for not repairing or maintaining blighted and dangerous buildings it owns in the district. His complain says the district "has been purposely neglected."

The first phase of the proposed One Nine Vine mixed-use development, a $25.6 million apartment building with ground floor retail, is scheduled to be considered by a city development agency this week.

Great news, hopefully it gets more activity down there and helps build it into more of a sustainable neighbourbood. Would be great if a bodega or something could go in.

Words matter if the goal isn't to look like the neighborhood is pricing existing residents out. Convenience Stores are for everyone, Bodegas are for well off people. (Despite being the same thing) Look at the image how they specifically put "middle income" in one phase in contrast to "market rate" to appear to not be too expensive.

I went to plenty of bodegas in NYC that weren't for well-off people.

Could be a cultural thing where they seen as a bit foreign here (NYC thing) versus convenience stores

Search for Bodega in KC in Google maps (I looked more metro than just downtown).

I found...
The restaurant downtown
a grocery delivery service in KCK
and a bunch of wineries

That's how elite the term is for KC, that it brings up wineries.

The fact that there aren't numerous bodegas in the Kansas City metro doesn't mean that bodega is a term implying a well-heeled clientele. They are essentially a corner convenience store that were invented by Puerto Rican immigrants.

Bodegas in large US cities that I've seen traditionally have been low brow small markets that offer more packed in than a convenience store. When they got hip, higher end or more refined stores started to appear using that identity. It can be anything across spectrum between a convenience store and mid sized market.

This is a good opportunity to road diet Vine south of 19th Street. It's really wide from 19th to Lynn. The grades along this stretch are favorable to a bike route.

Someone really needs to come up with a really good preservation/redevelopment plan for the Workhouse property as well.
