The Secretary of the Interior's guidelines for building next to a historic building say that going to contrast is the best option. The goal being that the old and new are clearly identifiable as such. But of course, "more sympathetic" can mean anything.

Which means it means nothing.

But it's a great way to make a building owner respond to your whims.

I think the request is to be more 'sympathetic' to the tower element. They just mean, don't overpower or compete with the clock tower. I agree with that. The new construction should not overpower the existing structure. I don't care if it gets taller to the west of the original building, but I noticed the new tower directly behind the clock tower when i first saw the renderings. Small change.

I am so very sorry."Sympathetic" was not a quote, just my paraphrase. The actual words were detail, definition, pattern, and scale.

"If we can do this; you know, go back in time; why don't we just find baby Thanos, you know, and..."
"Okay, first of all, that's horrible."
"It's Thanos!"
"And secondly, time doesn't work that way. Changing the past doesn't change the future."
"We go back, we get the stones before Thanos gets them, Thanos doesn't have the stones! Problem solved!"
"Bingo."
"That's not how it works!"
"Well that's what I heard."
"Who told you that?"
"Star Trek, Terminator, Timecop, Time After Time..."
"Quantum Leap?"
"A Wrinkle in Time, Somewhere in Time..."
"Hot Tub Time Machine?"
"Hot Tub Time Machine, Bill & Ted's Excellent Adventure, basically any movie that deals with time travel!"
"Die Hard? No, that's not one..."
"Look, this is known!"
"I don't know why everyone believes that, but that isn't true. Think about it. If you go into the past, that past becomes your future, and your former present becomes the past, which can't now be changed by your new future!"
"Exactly!"
"So, Back to the Future is a bunch of bullshit?"

Time Travel explanations are usually interesting thought exercises.

When you sit down and think about their point it's the same kind of mental exercises used understand complex topics like induced demand and road network design. You need some level of understanding of logic and cause and effect.

Drawings just updated but no major changes as far as I can tell. I think the new drawings respond to CPC comments and not the neighorhood (who wants more parking and a shorter building).

Shorter building? It's not like there are single family houses surrounding the Katz building. There are two taller buildings within two blocks of there. The Alcazar Apartments and The Netherland.

Can be summed up with “Please match the historic 2-3 floor nature of the area.” Seems like those community groups had suggestions but aren’t up in arms over this project like they were OPUS and others.

I still really hate the Westport height plan that they decided on. Makes zero sense.

If that rule applied, we would have nothing but 1-2 story log and cut limestone buildings downtown. If it becomes the new standard, there won't be any dense development along most of the Main Street streetcar line.

That's exactly what preservationists want. I'm sure they're also convinced you can address affordability that way, when the exact opposite is true unless everything is subsidized for that purpose.
