A huge number of surface lots are on the same parcel as a building.
A large amount past that is tied up in parking contracts
Another subset is owned by a developer who hasn't done anything with it yet.

There really isn't that much available land to build on that someone could go to the owner, buy the land and build on it.

How many actual finished parking/empty lot projects have been proposed inside the loop that wasn't planned 10 years ago? I count four. Everything else has been a renovation.
