Potential River Market Apartment Deal Would Include Affordable Units

An approximately 250-unit apartment project that would include affordable housing is being contemplated for a public parking lot northwest of Fifth and Main next to the City Market.

New Chapter Planned for Historic River Market Water Building
The historic Water Building in the River Market is slated for another round of renovation after a previous revival went bust in 2013.

Developer Chris Sally has a contract to purchase the brick building at the corner of Second and Main streets. It was built in 1905 to house the stable, warehouse and shops for the City Water Department in what was then the heart of downtown Kansas City.

He’s seeking a second round of historic tax credits to help renovate the Water Building, which has three, approximately 5,000 square-foot office suites and about 5,000 square-feet of restaurant and/or retail space where Garrett’s once was located.

Sally, whose firm is Iconic Development, said the historic tax credits are being sought to help finance the cost of replacing exterior windows, tuckpointing and upgrading two of the office suites. He plans to invest $1.1 million in improvements.

Sally expects to complete the renovation of the Water Building by next spring.

5th Street land transfer is before committee this week. Do you think anything will happen or is the expectation that it sees another hold?

Does anyone know what’s going on with the two story building that stretches from third halfway to second on Wyandotte. It’s got the green doors. It looks like such a good place for retail shops

A friend says he's not aware of any current plans (and no reason to be optimistic).

From City Council Agenda for today:

"Port KC, through its real estate broker, has tentatively identified Flaherty & Collins Properties (“F&C”) as the entity to develop the Subject Property for Port KC."


A. Any development must include the construction of not less than one hundred sixty (160) parking stalls within a structured parking facility to be constructed by the Developer on the Subject Property and such spaces shall be dedicated to transient public parking for a period of not less than twenty-five (25) years (the “Public Parking”). The Developer may impose charges for the use of the Public Parking but such charges shall not exceed the rates charged by Developer to its tenants.

B. The Developer shall fund a traffic study for purposes of analyzing the impact to the streetcar system created by vehicles traveling to and from the Subject Property from 5th Street and 3rd Street. Such traffic study must be reviewed by the Kansas City Streetcar Authority and no construction will be permitted to commence unless and until the Kansas City Streetcar Authority has granted its consent, which shall not be unreasonably withheld.

C. TheDevelopershallberequiredtoensurethatatleastfifteenpercent(15%)ofthe total number of residential housing units being constructed on the Subject Property shall be leased at a rate that is affordable to those households having an income equal to seventy percent (70%) of the median income for all households within Kansas City, Missouri as estimated and reported by the most current American Community Survey 5-Year Estimate, for the duration of any period of real property tax exemption of the Subject Property.

D. The Developer shall be required to work in good faith with Port KC towards the construction of a Low Income Housing Tax Credit (LIHTC) project, or an otherwise substantively comparable project, on Parcel 13 of Port KC’s Master Planned Development approved by the City’s governing body pursuant to Ordinance No. 140583.

Update on the 5th Street Project: 300 units, 30k sqft of office on top floor, 5k sqft retail. 450 parking spaces.

Flaherty Collins will also develop at Riverfront under a package deal.

South of this site, KC Reality and EPC plan a large senior housing project. City Staff noted this is advancing with “specific details” and financing commitments are close.

City Staff has recommended killing the property transfer to Port KC and going through a long research and RFP process. Dan Fowler pushes back on this (notes the lack of activity 6 years after the previous RFPs to the south). Issue held for 2 weeks.

I agree with Dan an RFP would be appropriate here since this is city owned land. Last time around got a couple of good proposals...city went with the crappy one of course.

Was Dan not saying an RFP is a bad idea? Who wants a process that brings out developers who will do nothing with the property?

Dan is concerned that an RFP will lead to another prolonged period of research, negotiations, and having a selected developer who does nothing. He also noted that the developer hits and exceeds many of the city's goals for development and the site as it is (replaced public parking, affordable units, etc). He seemed to be in support of advancing this project since someone actually wants to build something now.

I personally agree. 3rd Grand(Briarcliffe now EPC), 5th Main southside(EPC), and East Loop(Vantrust) have gone exactly nowhere. The other potential proposers on this project would likely be EPC again, Arnold, and maybe 1-2 additional. F&C's proposal meets and exceeds everything the city would ask for in an RFP, adds competition to the Rivermarket real estate market, and comes from a firm with proven, quality results here and across the US.
