The moratorium on design may be illegal. Regardless, the survey is meaningless unless there is an accompanying attempt to create an overlay district in Westport that either creates a separate demolition review for historic properties and/or mandates design standards. I am speculating about that, but there is currently a movement afoot to amend the PMAP and extend the Plaza "bowl" north to 43rd.
Surprised that nobody's mentioned Shields' proposals that parking be built into the cost of rent on new apartment units. Talk about poor policy.

Actions with just Westport can't solve KC's overall gun crime culture as it needs a broader focus. But could shutting down Westport say 1AM Fri/Sat reduce it a bit? Might be worth trying one summer.

the business league/CID want to wand patrons for guns, which they can't do if the space is public (for fear of an ACLU lawsuit).
of course, they will still get sued but it will be the westport CID that takes the hit and not the city.

By shutting down at 1AM I meant the bars, not the streets. I don't think privatizing the streets will make much of a difference as problems happen with outskirts of Westport. If privatizing the streets, would it be fairly easy to go back? Can see it opening another can of worms.
