Jazz band rides the streetcar and plays for the first hour. Free bus pass for a year to the first 100 riders. Cocktail party at the two park and rides being promoted most by KCATA, etc. 3 block radius food and drink establishment maps handed out to all in attendance.

Opening day can be a celebration. Pick a stop, close the streets off it and do the jazz band outside thing. Drawings, merchandise, food, etc. Have a ribbon cutting and all that. Stage each train at that stop and they start off at intervals. If the weather works get the zoomobile out, bring in carnival games. Have a downtown painting contest, chalk art. Offer free booths to downtown businesses
Then a different purpose the first weekend after that. No entertainment, no special celebration around the train itself. Instead, at each stop have organized guides that can help people learn more about downtown and what's available around them. Go from stop to stop and visit another guide. Put the focus on corridor commerce as a thank you to the businesses. Have one last bonus where everyone that gets a special card stamped X times at each stop near these businesses can go and get a free something celebrating the train.

Organized scavenger hunts involving something from the vicinity of each stop with rewards or chances for prizes for those who successfully complete it (probably including going into local stores). While I was in San Diego there were occasionally organized bar crawl/scavenger hunts based around the light rail stops. They were lots of fun. They were, of course, not sponsored by the transit authority, and were definitely not like the typical bar crawl you see in KC. This doesn't need to be a bar crawl (though we could start an unofficial one?), but letting people "explore" on their own is better than guided tours.
