Ok, I've been doing some searching of land parcels on the City's KIVA site, and it does appear the yellow buildings fronting Baltimore and Main are owned by the Larry Weiner through these companies, Adjunct Properties, and NLS Realty Co.
I also found that the City vacated the alley between Main and Baltimore from Truman to 16th Street, which I'm guessing frees up the property owner to build on/over the former alley.

the city technically abandoned the alley between main and baltimore, but they'll have to keep it open for utility easements.

If Sporting Innovations was originally thinking of demolishing Lane for parking purposes (not sure if that was the case or not), I
wonder if they can work with the new hotel developer to increase the amount of parking spaces in the garage to accommodate
Sporting Innovations and whatever other development can occur on the block i.e. to the north of the Lane building.

the original plan was for the hotel to take up the entire block, minus the hanna building. there wasn't a specific conversation about needing the lane for parking. i assume, however, that whatever they build will have enough parking for hanna, lane, and the hotels.
so, yeah, no incentives, but sporting innovations took advantage of an enhanced enterprise zone. i know little about that tool, so not sure if it could be applied to a hotel.
