Anyone can create a photo gallery on Cyburbia, if they're registered Forum users. There's no charge. The big rule: users can't upload personal non-city related photos, although they're tolerated for regulars/frequent posters of the Cyburbia Forums.
The site isn't intended to compete with the KC Development and Skyscraper albums, or other online albums.
