What's up with the Pershing/Broadway Viaduct?

Does anyone know what is going on with the Pershing/Broadway Viaduct?  The whole southeast portion--facing the new IRS Bldg. is being ripped away.  Seems the building is set far enough back to meet the security requirements, so I can't imagine what they are doing.  It would be nice if the area between the viaduct and the building were built up with parking under, as is the case between Union Station and Pershing.

Pershing is getting widened and a right turn lane is being added to NB Penway.  WB Pershing will have three lanes at the signal, I think two left and a right.
