I wouldn't build anything that relied on an annual general fund appropriation from the state of Missouri.

I wouldn't count on it.
The state constitution limits direct transit funding to a tiny percentage of auto state sales tax income
the gas tax is majority for state projects it does share it with counties but it's not something the state has the power to obligate to a specific project
