Iirc some of our 90s light rail proposals consisted of an 80% federal and 10-20% state funding measure with the city covering ops

I wouldn't build anything that relied on an annual general fund appropriation from the state of Missouri.

Would be wonderful if MODOT pitched in to light rail. The funds may now exist for them to too

I wouldn't count on it.

The state constitution limits direct transit funding to a tiny percentage of auto state sales tax income

the gas tax is majority for state projects it does share it with counties but it's not something the state has the power to obligate to a specific project
