Temporal Pedestrian Streets

Curious to see comments on something I've pitched a few times regarding a pedestrian Delaware. Pre-COVID I thought this sleepy one-way did not serve car traffic well vs Wyandotte, etc except maybe the ~30 cars parked overnight and a near-5th parking lot ingress (which could easily be solved by reversing flow allowing cars in from the south vs north. Then during COVID had thought about street cafe use but all the cafe's are on the west, not east side. Finally the article below which seems an interesting way to introduce - taking back the streets. One only has to travel the EU to see scores of examples of ped/streetcar co-existence.
