I bet it's a subcontractor who doesn't get paid unless they put up the covered walkway. It's not their problem because they don't have an agreement with the city.
So they put it up and let someone else deal with problems.
Contracting out work explains so many weird situations around construction.

I put it in the same category as the weird hose fence thing at 14th Street. Just weird closure stuff that impacts pedestrians trying to use the corridor.
But honestly, this is probably just more on brand for KCMO than Cordish specifically. Pedestrian accommodation perpetually an afterthought.

I think the concern we're getting at is much more at street level. Light pole, hydrant, etc all right in the middle of the walking zone on the sidewalk. But I suspect you're right that will all be revisited w/ the building construction. Don't forget the oddly placed street light control boxes. Many of which get smacked by a vehicle a few times per year. Yeah the traffic signal box is the biggest offender in that section. Overall don't have standards so utility companies can do whatever.
