An unusually involved Community Development Committee meeting in Mission on 7/10. Relevant excerpt from minutes page 6, "Department Updates":
Ms. Smith stated the development section of the City’s website has been updated with current information on various development and construction projects throughout the City. Going forward, this will be updated on a regular basis and information will also be included in the monthly email newsletter. She also noted that there have been questions recently about progress at The Gateway Project. A lease with Cinergy has been signed by the developers and they are re-evaluating their phasing of the project. Additional wastewater permitting was needed for the project and this has been addressed. Mr. Scott stated permits for the footings for Cincergy [sic] are in process. Councilmember Quinn asked who the contractor is and Mr. Scott stated VCC, a company that specializes in the construction of theaters. Plans for the hotel have been submitted. Mr. Scott also stated they anticipate the apartments to get underway this fall.

City Council meeting was tonight at 7. Aside from, er, impassioned debate about whether the proposed Tidal Wave Auto Spa, to replace the derelict Valero station on Johnson Drive, should be permitted to have one story instead of the necessary two per the form-based code,

Mayor Appletoft mentioned that the Gateway developer has given August 1 as the target mobilization date for the latest construction efforts. Fingers crossed, as usual. Black & McDonald work along Roeland Dr is likely traffic signal related, not Gateway-related.

The above-mentioned form-based code squabble will likely result in the council revisiting the FBC altogether, if I'm betting.

Finally some official confirmation that the utility work on Roeland Drive is indeed Gateway-related:
Posted on Tuesday July 23, 2019

Roeland Drive will be closed for wastewater work related to the Mission Gateway project.

Johnson County Wastewater will be installing new wastewater infrastructure that crosses Roeland Drive beginning Tuesday, July 23. The work will require a closure of Roeland Drive, immediately south of Martway Street. Please obey detour signage in the area.

The work is anticipated to last approximately two weeks, weather permitting.

Access to businesses will be maintained throughout the project.

Utility work around the site perimeter was quite intense the past week or so, and now it has slowed somewhat. Meanwhile, a trailer/office has returned and some workers have been clearing vegetation here and there. Based on past remarks, I'd expect work to begin in earnest next week, but that probably depends on how the utility work has been going.

KC Star article today. The usual: work is ramping up but neighbors don't buy it after so many false starts.

Anyway, a new construction trailer and portable toilets have been placed at the site, and utility work around the perimeter continues at a fairly strong pace.

Foundation work has started on the Cinergy side. A crew was working yesteday (Sunday) even, so somebody must be willing to pay to get things going. A good amount of activity today. Holes being bored for piers, rebar being assembled and placed. The various perimeter gates have been named and labeled, and a some folks were out fixing up the fence.

Not much to show you visually, but the crews have been very active the last couple of weeks. They appear to have worked their way all the way across the site pouring piers/piles, so perhaps we'll see something above grade soon.

Utility work underway (stormwater or wastewater, I think) on Roe with the lane nearest the site currently closed. The buried electrical work on the west edge of the property seems to be complete.

The Gateway's Amended Final Development Plan went before the Planning Commission last evening. No minutes posted yet, nor have I heard the outcome, but given city staff's enthusiastic recommendation of the amendments, it presumably passed without any trouble. The amendments are not earth-shattering but do encompass the food hall, Cinergy, and some additional floors of office and hotel.

I may go snap some photos soon. The progress isn't visually incredible, as most of the work has been subsurface, but they have been working quite steadily.

I'm wondering if they have designed the garage to add additional office/residential space if the garage ends up being under-utilized. Or additional floors on the existing office building.

Above-grade construction on the Cinergy portion is reportedly right around the corner. Garage foundation work has begun and appears to be proceeding nicely. And perhaps best of all, the lonely concrete pillars for the mixed-use buildings are now getting quite a bit of attention and TLC. Quite a bunch of vehicles parked at the site most days now. Per Ward IV meeting last night, the city is now undertaking the prep work for the S.O. bonds. Cinergy opening date is set for fall 2020. Project completion, per ward IV councilperson, is now 1 year earlier than originally forecasted in 2017 due to abandoning the "phased" nature of the original plans and proceeding continuously.

Since my last post, lots of site activity mostly centered around flatwork. Plenty of concrete mixer trucks coming and going.

And then a few days ago, Cinergy started going vertical. These photos are from yesterday. Today there are more cranes, concrete pumpers, etc and more structure going up:

Also changed in the last month or so: the lonely retail pillars have been getting more love. Some concrete poured around the base, presumably to help stabilize against shifting, as that's what the city had been concerned about with them sitting around for so long. Not much of a visual difference, but it's progress:

And in general the rougher edges of the site have been graded and cleaned up quite a bit.

Lane closures on Roeland Dr have effected a detour through the adjacent neighborhood, and with water utility work happening at the neighborhood's other exit, a minor traffic situation has ensued for cars attempting to exit Shawnee Mission Parkway onto Roeland Dr.

The Colicchio food hall project was in the news last week, as an architecture firm has been retained for that portion of the project. https://shawneemissionpost.com/2019/12/ ... 2020-84870

Gateway (Roe and Johnson Drive) - The project includes nearly 570,000 sq. ft. of mixed-use development. Recently, site work has been done to prepare for construction. Electrical power was brought to the site, and re-alignment of the sanitary sewer line was completed. Water connections were completed in late fall. The project is composed of the following components.

Cinergy - A 90,000 sq. ft. entertainment venue that will include a 10-screen movie theater complex, a 16-lane bowling alley, escape rooms, an elevated rope course with zip lines, and a game floor with 100 interactive games. Final grading of the site has been completed, foundation footings have been installed and the concrete floor has been poured. The steel frame is constructed and walls are planned to start going up in mid-December. The building is expected to be completed and opened by the holiday season of 2020.

Parking Structure - The parking structure will have four levels, including the ground floor with 1,098 covered parking spaces. Foundation footings for the parking struction are currently being installed. A full building permit for the parking structure is expected to be issued at the first of the year, at which time construction will begin. The parking structure is targeted to be completed by early 2021.

Element Hotel - The Marriott hotel will have 202 rooms in seven stories with an indoor pool, breakfast bar, and meeting spaces. The hotel will be located at the northeast corner of Shawnee-Mission Parkway and Roeland Drive. Review of Review of construction documents for the Element hotel has been completed and a permit for footings and foundation work released. Construction is expected to begin this winter with an anticipated completion date of late summer 2021.

Apartments and Small Shops - Three four-story builidngs with 169 one- and two-bedroom apartment units are planned above 54,000 sq. ft. of ground-floor retail. The apartments and retail will be located at the southeast corner of Johnson Drive and Roeland Drive. A structural analysis of the work that has been done to date on the apartment buildings and small shops is underway right now. Construction is expected to resume this winter with an anticipated completion date of summer 2021.

Food Hall- The food hall will be two stories, 40,000 sq. ft. on Johnson Drive, just west of Roe Avenue. The food hall will include a 7,000 sq. ft. sit-down restaurant and a general dining hall with 14 food stalls offering culinary experiences from local chefs. A market and florist is also planned as well as an outdoor area for games and small concerts. The food hall will be curated by Tom Colicchio of the Food Network. The architecture firm NSPJ has been selected along with MG2 as the designers of the food hall. Work is expected to begin in summer 2020, and completed by late 2021.

Office Building - The office building will be three stories, 76,500 sq. ft. adjacent to Shawnee Mission Parkway. The Planning Commission has approved final design concepts and construction is expected to begin in summer 2020 and completed by the end of 2021.

Concrete tilt-up has begun on the Cinergy building. Bar joist ceiling is going in. Cue shock and surprise on Nextdoor.

According to the Shawnee Mission Post, Mission Mart has taken over the old Mission Bowl building and has indicated to the city that they intend to do something with it. They've taken steps to reduce the building's danger/nuisance factors. We shall see what comes of it.

Nearby the Gateway & Mission Bowl, City of Mission has ~$5MM of bond money ready to go to fix the final stretch of Rock Creek where significant chunks of property have been eroding into the creek. Unfortunately, Wendy's is playing hard to get on the minor easements required to do the repairs [1]. Affected properties include multiple backyards & fences (not quite including my own, but very nearly), the wastewater pumping facility behind Mission Bowl, and the Mission Bank parking lot. Council will decide on an eminent domain resolution tomorrow night to secure the Wendy's easements.

Gateway construction has been suspended for 30 days due to concerns about maintaining appropriate separation of personnel for the COVID-19 outbreak.

In the last month, major interior work on the Cinergy building has been proceeding, and a big chunk of the garage structure has gone up.
