McDonalds owns It and most chains might prefer to open in like OP. Andy's because Waldo might be getting on if approved on the first.

Of course. How else would we know that the Arby's in Corinth Square closed because McDonald's owns... something, and that Andy's Frozen Custard prefers opening in Overland Park because of the Waldo Neighborhood of KCMO, but only if it's approved on the first.

But the approvals team only works on the second and third Tuesdays of each month. And that's not the first until June 2021
