23rd and Swift

Star Development Corporation is planning a 294 unit apartment project on nearly 6 acres of land at 23rd and Swift. The block is bounded by 23rd, Swift, 25th, and Buchanan. Liberty-based J. Price Architecture is the architect on the project. The estimated cost of the project is $59 Million.

The project comes as a result of an RFP for the site. According to the BizJournal...
On Jan. 14, North Kansas City sold the 5.98-acre tract to Star Development, its pick from 10 prospective site developers that responded to an August 2019 request for proposals, according to Clay County property records.

The parties agreed to a $3 million purchase price in a development agreement approved in August 2020.
The 294 apartments will range in size and consist of...
- 204 one-bedroom units with an average size of 712 square feet.
- 81 two-bedroom units averaging 939 square feet.
- 9 two-bedroom units with dens, around 1,280 square feet.

419 parking spaces are included in the plan with 352 of them being in a three-story garage and the remaining 67 being surface.

NKC recommended approval for the project. The development agreement calls for substantial completion in 2023.

Love the use of this space that is just an empty lot rn, however, really hate the amount of parking included, especially If the Northrail is gaining more traction right now.

Agreed, though at least it is all on the NW corner which backs up to the businesses. And could be converted to another use in the future.

At least some of the parking is structured so it takes up less footprint. Like to see some more like this with ground level retail right on Burlington. This is certainly a more attractive area to live than the new apartments on the east side of 35/29 stuck between freeway and railroad tracks.

I'd like to see them get rid of that interior L-shaped parking area, scoot the garage inward (keep a greenway between the units and the garage), and wrap the frontage with walkup units. The west-facing units would be popular with roller food connoisseurs.

Was last brought up at the North KC Plan Commission on March 4th. Minutes from that meeting said the project was approved unanimously. Unsure of the current status.

very cool, glad it is still being discussed. If memory serves me right that entire area used to be apartments/tract housing built after WWII for returning GI's, I remembering driving by it a lot as a kid and even into my HS years at Northtown

historicaerials.com can show you the complex size, you don't need to remember. They were torn down 2002-03

yes, but for my own affirmation it's good to know as I march toward 50yrs of age I can still recall things from the past from memory, LOL

Today's progress. Between this, Oxbow, OraKC, Gallery Lofts on Armour, a few new townhouses being built up near 31st and Swift, and the planned "BlumeNKC development North KC's population should substantially increase at the next census. Who knows what else is in the pipeline to add to that. That's over 925 new residential units up there.

I am surprised this hasn’t already happened. With the casino revenue I would think NKC would have more than enough money to pay for it.

Casino doesn’t bring in as much as you’d think. Iirc an NKC city wide TDD wasn’t projected to bring enough to build NKC rail let alone get the rail over the MO.

NKC leaders spent like drunken sailors after the casino was approved and ran up a lot of debt. It got so bad they attempted to sell North Kansas City Hospital to raise revenue. The Missouri Legislature almost passed a law to stop the hospital sale, until a Clay County judge put a stop to it.

The casino revenue is probably still being used to pay off debt. Maybe they got caught up, idk.

And nothing worthwhile will happen to that site. Per an October 2022 NKC Planning Commission agenda, VanTrust and TNEMEC will develop warehouses on this site.

If NKC gets the baseball stadium, I have a feeling that plan will change--at least for a portion of the site at the Armour and Burlington intersection.
