I count at least 92 on the big lot and at least 51 on the smaller lot. So at least 143 spaces. I was using Apple Maps to count, so the count is probably not that accurate due to shadows blocking some parking spaces.

This is a really common construction type that would be easy to do a preliminary cost estimate for without any input from an engineer. There’s more than enough info in the drawings posted in this thread to do an estimate.

Common construction type?! Lower Manhattan doesn’t have any 5 story apartment bridges. Please, someone show examples of this in a city with less than 20 million people.
Life would sure be easier if we could do estimates without the concerns of the engineers. However, the Hyatt tragedy still shows what happens when engineers are not involved.

If you generally know what it would take to do something like a 5-story bridge, you can do a preliminary cost estimate on it. Or you can hire a cost estimator or a CM to do the estimate. If there was not a good example of a bridge like this, they may have asked a structural to schematically size the loads and members from the bridge. The point is, it can be done pretty easily. The best you can hope for is if they do a SD or DD cost estimate where the CM takes the documents to their trade partners for hard pricing and that pricing comes back higher than expected.

Chaglang is right on the money here. There’s nothing about this design that is fanciful or improbable. It’s not common, but that has no bearing on viability.
From a code standpoint, the A/E team has to do two main tasks with the bridge: 1) protect the building above from any fires started on the street & 2) support the load above. #1 is accomplished through concrete structure overlaid with a sprinkler system and/or exterior assemblies with low flammability. #2 is also accomplished with a concrete base and wood frame or light gauge steel above.
If the city is giving away the (desirable) lots for free, then it follows that the value is there for the developer to do things that otherwise would not make financial sense (like this connector element).

Meeting energy code would probably mean spray foam, which would probably mean sprinkers. But again... nothing difficult here.

I'd still like a picture of a completed 5 story apartment bridge. Then I'd like to see a picture of one in a city with as much open space as we have.

I think the concern on both sides would be more getting through planning.
I think people will give up the tunnel for fixes on parking without much of a fight. But you have to argue it all.

Would you be OK with just a Honky Tube so people could get from their apartment to the amenities? Provided you could get everything else on your list.

Absolutely
We're trying to build a city for people from birth to death. So providing year-round opportunities for seniors is key.
Stop thinking of urban living as fit people who always want to walk outside. Climate controlled paths provide a lot of value in creating an accessible city as one piece of the puzzle.

AFAIK there is nothing in the KCMO development code addressing bridges over streets. As long as emergency vehicles can get under it, the city won't/can't oppose it. This came up when OB bridged Troost a few years back.

Twitter reports this developer went to the arts commission for approval of this bridge a few years back. I don’t think they got it or they didn’t advance it then.
