I don’t disagree that removing the fence creates an unacceptable dangerous situation. I wonder if the fence was rented by the previous owners, new owners didn’t realize that and didn’t pay the bills, leading to the fence being removed by the lessor.

Its those vaults under the sidewalks the make me apprehensive. I can envision them collapsing under a group of Shriners or Baptists.

The Loew's deal said no city incentives for any hotel over 300 rooms for 10 years, IIRC.

It looks like someone submitted a 311 report on December 10 about the fence removal and an inspector went out on December 19. Such a hazard should not be taking this long to resolve.

There's more than zero reasons the vaults are an issue. The rusting re bar and spalling concrete have brought down mighty bridges in the Twin Cities and in Genoa

The city looked at this site for a BAP replacement garage. Sounded like the new owner was willing to partner with the City to do a below-ground convention garage + development over top. A below-ground garage here was not seen as cost-effective as new garages by YMCA and KCS.
