I'd guess clogged roof drain causing melting snow water to puddle and spill over the side.

There was no spill over from the roof. A large hole erupted in the ceiling of this balcony followed by gushing water which carried large amounts of insulation and pieces of drywall onto the balcony and down the side of the building. The water ran until KCFD and/or management were able to turn it off.

Union Hill Founders had 21 burst pipes last week flooding things including units to the point people have to move out and parking garages.

I'm surprised this isn't completely full. It's close to Hallmark, Hospital Hill, the Federal Reserve, the IRS, insurance companies and law offices.
