It feels like the city is bending over backwards for this developer, I could be wrong, but why don’t they have to replace the parking and ata has to lease?
Many reasons:
ATA might not want to forever have a transit hub there. KC and ATA want to move parking away from the core of the market. The project looks to preserve much of the surface spaces for now.

I think this was a bigger issue than one may think. Bunch said no moving forward unless there was space for a bike way but also didn’t provide details on how much space was needed. There was a bit of an argument in council about it last year

I mean it's TOD, yes bike lanes should be made a priority. No way it blew up the entire project. If it did, dumb developer not considering it.

It’s been a while, I’m sure I posted the meetings notes before.iirc Developer was like sure just tell us how much but no one knew how much because it was yet too be determined.
The subsurface infrastructure has been a major pinch point. Expensive to work around
