KCMO proposes changes to public engagement process

KCMO is considering amending the Section of Chapter 88 that covers Public Engagement. The proposal will be at CPC on Tuesday. Among other things, it puts developer and neighborhood interactions on a calendar. A developer has 5 days from the submittal of an application, and the neighborhood has 10 days to respond. The proposed ordinance doesn't say what happens if this schedule isn't met. That it's reliant on the list of neighborhood contacts that the city's Neighborhoods division maintains is worrying. I tried and failed for years to get them to update my neighborhood's contact info.

Another new requirement is that CPC comments have to be submitted no later than six days prior to a meeting. Currently, you can submit comments up to the morning of a hearing. I don't see how this benefits anyone except the city. CPC dockets don't usually come out until 5 days prior to a hearing so I can foresee situations where residents don't find out about a hearing until it's too late to comment.

I think Planning is. There are so many added requirements for developers that it’s probably not the development attorneys. And I can’t imagine a neighborhood pushing this.

The city has neighborhood associations on some of it's lists that don't even exist.
I don't trust them to know who to notify at all.

If something requires public comment it should be 30 days before. Not everything should require a notice for public content, we let people give input on too many things that we should use zoning to auto-approve. If a developer is following the rules exactly a project should be automatically approved and be done with it. If the rules are broken change them.
