Yes, the lake would, and undoubtedly does, receive polluted runoff. Not saying it's nice, just saying the lake isn't solely dependent on a small spring for its water supply. So, a larger lake might not be impossible.

Given it's place at a low point in the terrain from three directions, the lake shouldn't be dependant upon a small spring for it's water. Just a thought.

Same old story in KC. UMKC gets short shrift in this effort. I'm guessing the Dr. Jacob Wagner on the board is the guy on UMKC faculty in Urban Planning and Design, but UMKC gets no mention. Also missing is any indication of participation by the Conservatory. Obviously, a sore spot for me.
